Instead of a "culture of war” (that spreads distrust, fans terror and seeks to resolve matters through violence),
(信頼を広め，他者を尊重し，話し合いで解決しようとする) "平和の文化” を，市民社会の中に たゆむことなく根づかせていきましょう。
let us make untiring efforts to ingrain in civil society a "culture of peace” (that spreads trust, respects others and seeks resolutions through dialogue).
